In a small saucepan over low heat, warm half & half with condensed milk. Gently whisk until the condensed milk is fully incorporated.
Add peanut butter and cocoa powder. Continue to whisk until the peanut butter is melted and the cocoa powder is dissolved. Remove from heat and whisk in vanilla extract.
